Who can join RAYS as a rightsholder?
Any person or legal entity who owns the below mentioned rights on recorded music or has exclusive license in this regard can be considered as a rightsholder:
To play the recorded music in public in Azerbaijan;
To broadcast the recorded music in Azerbaijan;
To copy the recorded music in Azerbaijan, for the above indicated purposes.

If you have these rights with respect to recorded music, you are able to register as a rightsholder in RAYS.
