ABOUT US
RAYS is the only collective management organization in the country that has been authorized to protect the related rights (neighbouring rights) and represent the interests of singers, performers, producers of phonograms and other representatives of related rightsholders.
Upon accreditation has been issued by the Intellectual Property Agency since March 2022, RAYS is authorized to collect royalties when recorded music of performers and recording rights holders played in public places or broadcast on the radio or TV in the Republic of Azerbaijan and distribute the royalties to the rights holders.
RAYS has assignment to represent their members all over the world and collect royalties on their behalf. For this purpose, RAYS has signed agreements with foreign collective management organizations, which also grant RAYS authority to represent foreign neighbouring rights holders in the Republic of Azerbaijan.

Collection and distribution of royalty
The procedures of collection and distribution of royalty are based on the local legislation, prescribed by the Regulation on Rates of the organization and agreements signed with the rightsholders and foreign CMOs.

- 1Financial reports and statementsIn accordance with art. 29 of the Law of the Republic of Azerbaijan on non-governmental organizations (public unions and foundations), RAYS annually provides a number of financial reports and statements related to its business to the relevant state authority.
- 2Reports to the membersRAYS signs mutual agreement with each rightsholder and in accordance with such agreement the rightsholder shall be provided with quarterly financial report.
- 3Reports to the international rightholdersUpon international agreements with foreign CMOs, RAYS provides annual reports cover detailed information with respect to each foreign catalogue.
